Participation Bank Fees in Turkey (2026): EFT, FAST and Account Charges

Day-to-day banking at a Turkish participation bank is close to free if you stay digital. Vakıf Katılım's fee table prices EFT, havale and FAST at zero through mobile, internet and the call centre, and lists account maintenance as free. Kuveyt Türk prices only branch, XTM and ATM transfers in its table and tells customers in its FAQ that EFT is free online. Hayat Finans and TOM Bank, the two branchless participation banks, also publish zero-fee domestic transfers. The ceiling for everyone is the TCMB's Communique 2020/7 on fees charged to financial consumers, which from 6 January 2026 caps a mobile EFT at 7.97 TL below 8,300 TL and 199.41 TL above 399,000 TL. Branches, ATMs, SWIFT and safe deposit boxes are where the real charges sit.

The Central Bank of the Republic of Türkiye (TCMB) publishes the Communique on Procedures and Principles for Fees Charged to Financial Consumers, number 2020/7, first printed in the Official Gazette of 7 March 2020 and amended several times since. Article 13 bans any fee for opening or operating a deposit or participation fund account, so no participation bank may charge a hesap işletim ücreti. Article 14 makes deposits, balance enquiries and withdrawals at your own bank's ATMs free. Article 12 sets the transfer caps, which the TCMB re-indexes each January; the amounts below are the 2026 figures the communique says apply from 6 January 2026.

Two further rules in Article 12 matter for everyday use. Havale, a transfer within the same bank, is capped at half the EFT figure for the same tier and channel, and FAST, the instant payment system, is subject to the same caps as EFT. Account-to-account merchant payments cannot carry a sender fee at all. For credit cards, Article 11 says statement delivery, virtual card creation and up to two replacement cards a year for loss or theft must be free. Vakıf Katılım: the zero column

Vakıf Katılım's Financial Consumer Product and Service Fee Table, dated 22 February 2026 for the transfer rows, is the easiest to read because so much of it says ücretsiz. Outgoing EFT through the call centre, mobile or internet banking is free in all three amount tiers, as is havale, and FAST is free on every channel including ATM and branch. Account operation, statements, cash withdrawal and withdrawals at another Vakıf Katılım branch are all listed as free. Credit card annual fees, supplementary card fees and card renewal are free, and the table states the bank does not offer cash advances at all.

The charges appear when you leave the app. An EFT from a Vakıf Katılım ATM costs 15.01 TL, 37.64 TL or 376.92 TL by tier, and from a branch 37.64 TL, 75.37 TL or 753.85 TL, all before BSMV. A standing-order EFT costs 7.51 TL, 15.01 TL or 188.46 TL. Incoming EFT paid out in cash to a named person at the branch carries the branch tariff. Gold transfers to another bank cost 25.40 TL for 1 to 10 grams rising to 101.64 TL for 251 to 500 grams. International transfers are 0.50 percent with a minimum of 53 USD and a maximum of 1,465 USD. Kuveyt Türk: what the table prices and what it leaves out

Kuveyt Türk's fee table, with most rows dated 2 March 2026, prices EFT only for the branch, XTM video-teller and ATM channels: 38.21 TL, 76.49 TL and 765.56 TL at a branch by tier, and 15.28 TL, 38.21 TL and 382.77 TL at an ATM. Mobile and internet EFT rows do not appear in the table, and the bank's FAQ answers the question directly by saying EFT can be done free of charge. Havale from a branch costs 19.09 TL, 38.21 TL or 382.77 TL, and a cash havale keyed at an ATM with a TC identity number 7.59 TL, 19.09 TL or 191.34 TL. The bank also states in its FAQ that it charges nothing for its own debit cards.

International transfers are where Kuveyt Türk is more expensive than its digital-channel reputation suggests. The table lists outgoing SWIFT at 0.30 percent with a minimum of 53 USD through internet, mobile or call centre and 108 USD at a branch, capped at 917 USD, plus correspondent charges. The FAQ still quotes an older tariff of 1 per thousand with a 23 USD minimum, so rely on the dated table. Incoming international transfers cost 0.23 percent with a 52 USD minimum and 740 USD maximum. Among cards, the Miles and Smiles Platinum carries a 1,200 TL annual fee and the Private 2,400 TL; a cash advance costs 1 percent with a 13 TL minimum. Using another bank's ATM costs 1.07 percent plus 1.05 TL, and paying a bill from the account at a branch costs 20 TL per bill.

Albaraka Türk, Ziraat Katılım, Hayat Finans and TOM Bank

Albaraka Türk publishes a fee table on the same TCMB template, and on 3 October 2026 it showed digital EFT and FAST at zero with branch and ATM transfers priced within the TCMB caps; its personal financing allocation fee is the standard 0.5 percent. Ziraat Katılım's fee page was checked for its financing fees, which match the 0.5 percent cap; open its transfer section before you rely on a particular channel being free, because it is a state bank with a large branch network and prices branch work accordingly. Both banks, like every participation bank, charge nothing for account operation because the communique forbids it.

The two digital participation banks compete on this exact point. Hayat Finans publishes zero fees for domestic EFT, havale and FAST through its app, which is the only channel it has, and TOM Bank publishes a fee document on the same basis, with cash handled through the A101 store network rather than branches. The fees that still bite

  • Branch and XTM transfers, which at Kuveyt Türk and Vakıf Katılım cost roughly five times the digital cap and are charged even when the money is coming in and being paid out in cash.
  • SWIFT and other international transfers, priced at 0.30 to 0.50 percent with minimums of 53 USD and caps near or above 900 USD, plus whatever the correspondent bank takes.
  • Other-bank ATM withdrawals, which Kuveyt Türk prices at 1.07 percent plus 1.05 TL and Vakıf Katılım as amount plus rate, except at state bank ATMs where Vakıf Katılım waives the charge.
  • Safe deposit boxes, which run from 8,570 TL a year for a small box at Vakıf Katılım to 13,507 TL for a large box at Kuveyt Türk, each with a deposit on top.
  • Premium credit cards such as Kuveyt Türk's Miles and Smiles Platinum at 1,200 TL a year, where the law caps fees only on the basic services.
  • Bill payments at a counter or by credit card, where Kuveyt Türk lists 20 TL per bill from an account and 3.5 percent from a card, while app payments are free.

How to keep your participation account at zero cost

Move every recurring transfer into the app and use FAST for anything under the system limit, since FAST is free on every channel at Vakıf Katılım and digital at the others. Withdraw cash at your own bank's ATMs, or at the state bank ATMs Vakıf Katılım lists as free, and avoid paying bills at a counter. If you send money abroad regularly, compare the SWIFT minimums in dollars rather than the percentage, because at typical remittance sizes the 53 USD minimum is the fee. Our view

For a resident who banks on a phone, participation bank fees are a solved problem: Vakıf Katılım prints zero on every digital line, Hayat Finans and TOM Bank have no other kind of line, and Kuveyt Türk and Albaraka Türk are free in practice. Choose between them on profit share, gold accounts and service, not on fees. The decision changes for two groups. Anyone who needs branch service, for example an older relative or a small trader paying in cash, should pick the bank whose branch EFT and havale rows are lowest and whose branch is nearest, and should read the BSMV column, because the printed figures exclude it.

The second group is anyone sending money abroad. At 0.30 percent with a 53 USD floor at Kuveyt Türk and 0.50 percent with the same floor at Vakıf Katılım, a 1,000 USD transfer costs more than 5 percent before the correspondent bank's cut, and no participation bank in our check had an app-only international product priced like a fintech. Do participation banks charge an account maintenance fee in Turkey?

No. Article 13 of the TCMB's Communique 2020/7 bans any fee for opening, operating or maintaining a deposit or participation fund account, and Vakıf Katılım's fee table lists hesap işletim ücreti as ücretsiz. The ban covers statements, custody of the account and the bank's own IT costs. If a bank asks for an account fee, cite the communique and the TCMB's complaints line.

Is EFT free at Kuveyt Türk?

Yes through the app and internet branch, according to Kuveyt Türk's FAQ, which says EFT can be done free of charge; the fee table does not price mobile or internet EFT at all. What is the maximum EFT fee a bank can charge in 2026?

From 6 January 2026 the TCMB caps an EFT at 7.97 TL through mobile, internet or standing order for amounts up to 8,300 TL, 15.96 TL between 8,300.01 TL and 399,000 TL, and 199.41 TL above that. ATM transfers are capped at 27.84 TL, 55.69 TL and 398.83 TL, and branch transfers at 39.87 TL, 79.76 TL and 797.68 TL. FAST follows the same caps and havale half of them.

Is FAST free at participation banks?

Vakıf Katılım lists FAST as free on every channel, including ATM and branch, in all three amount tiers. Hayat Finans and TOM Bank publish free FAST through their apps. Kuveyt Türk and Albaraka Türk are free through digital channels. The TCMB allows banks to charge up to the EFT cap for FAST, so a bank could price it, but none of the participation banks we checked did so for app transfers.

How much does a SWIFT transfer cost from a participation bank?

Kuveyt Türk's table lists 0.30 percent with a 53 USD minimum through digital channels, 108 USD at a branch and a 917 USD cap, plus correspondent bank charges. Vakıf Katılım lists 0.50 percent with a 53 USD minimum and a 1,465 USD maximum. At typical family remittance sizes the dollar minimum is the real fee, so compare minimums rather than percentages.

Do participation banks charge for debit cards?

Kuveyt Türk's FAQ states that no fee or commission is charged for its debit cards, and Vakıf Katılım lists card renewal as free. The TCMB communique separately requires up to two replacement cards a year for loss or theft to be free at any bank. Kuveyt Türk charges 180 TL from the third replacement in a calendar year, which the communique allows at cost.
