What KFK is

Founded March 29, 2023 under Treasury and Finance Ministry leadership, with the TKBB and seven participation banks as shareholders: Albaraka Turk, Turkiye Emlak Katilim, Kuveyt Turk, TOM Katilim, Turkiye Finans, Vakif Katilim and Ziraat Katilim. The mandate is explicit: replicate the KGF credit guarantee model inside participation finance, so katilim-committed businesses never need the conventional credit chain. The instrument is kefalet, suretyship, a recognized Islamic guarantee contract. KFK does not lend; it promises the bank payment if the guaranteed business defaults, then pursues recourse. The collateral gap closes, the financing disburses, and every link stays interest-free.

The package architecture

  • Own-equity packages, funded from KFK's capital: a working capital package, a micro enterprise and agriculture package with a dedicated women entrepreneurs strand, a defense industry package, and IDF Kefalet Destek, which supports TCMB-funded participation export financing.

How an application actually flows

You never apply to KFK directly. You apply for financing at a shareholder participation bank branch; the bank underwrites and submits the guarantee request; KFK approves; the financing disburses with surety attached. Second, the branch conversation sets your commission and coverage ratio, which leads directly to our biggest criticism.

Commission rates and coverage ratios are not published anywhere on the corporate site; terms live at the branch.
