The honest number for this market is 48 billion TL, and it belongs to a single institution. Katilim Finans Kefalet (KFK), founded March 29, 2023 by the Treasury, the TKBB and seven participation banks, has extended roughly 48 billion TL of guarantees to about 7,000 businesses in three years. That is essentially the entire dedicated halal business financing story in Turkey, because the country has no standalone participation leasing company, no participation factoring company, and no interest-free SME lender outside the participation banks themselves. The problem KFK exists to solve

A creditworthy Turkish SME that refuses interest-based credit has always had participation bank financing available in principle. In practice, the answer at the branch was frequently no, for the same reason conventional banks say no: insufficient collateral. Conventional businesses in that position use KGF, the state credit guarantee fund, but a KGF-backed loan is an interest-bearing loan, which puts the whole support chain out of reach for a katilim-committed business. Before 2023, that was the trap: stay halal and go unfinanced, or take the state's help and take the riba with it.

KFK is the state's answer, built as participation finance's twin of KGF. It stands surety (kefalet) for businesses that are creditworthy but collateral-short, so participation banks can extend financing they would otherwise decline. Kefalet is a recognized Islamic guarantee contract, and the structure keeps every link in the chain interest-free: the underlying financing is a committee-approved participation product at the originating bank, and KFK's surety simply fills the collateral gap. On default, KFK pays the bank and pursues recourse against the business.

The two product families

KFK's shelf splits into own-equity packages, funded from its own capital, and Treasury-backed packages that deploy state guarantee capacity at volumes KFK's balance sheet alone could never support.

  • Own-equity (ozkaynak) packages: a working capital package, a micro enterprise and agriculture package with an explicit women entrepreneurs strand, a defense industry package, and the IDF Kefalet Destek package supporting TCMB-funded participation export financing.
  • Treasury-backed (hazine destekli) packages: working capital, export and investment financing programs, the direct participation equivalent of KGF's Treasury programs.
  • Coverage across both: cash financing, non-cash facilities and leasing-based financing, for SMEs, larger corporates, tradesmen and artisans, women and young entrepreneurs and agricultural enterprises operating compatibly with participation principles.

The leasing line matters more than it looks. Because no standalone participation leasing company exists in Turkey, equipment finance runs through the participation banks' own leasing desks, and KFK guarantees can attach to those exposures. If your business needs machinery financed without interest and without full collateral, this is the route.

How to actually get one

You do not apply to KFK. You apply for financing at a shareholder participation bank branch: Albaraka Turk, Turkiye Emlak Katilim, Kuveyt Turk, TOM Katilim, Turkiye Finans, Vakif Katilim or Ziraat Katilim. The bank underwrites, submits the guarantee request to KFK, KFK approves, and the financing disburses with the surety attached. The bank relationship is the whole front door, which has a practical consequence: the branch conversation determines your coverage ratio and your commission.

The honest problems

Two gaps deserve plain language. First, pricing opacity: KFK does not publish guarantee commission rates or coverage ratios anywhere on its corporate site. Terms are communicated at partner bank branches, which means the commission is negotiable and most businesses do not know to negotiate it. Treat the guarantee commission with the same seriousness as the financing rate itself, and get quotes from more than one shareholder bank, since all seven can originate KFK-backed financing.

Second, governance: KFK publishes no standalone sharia committee. The compliance case rests on the kefalet structure and on the fact that every guaranteed financing is a participation product approved by the originating bank's own advisory committee. That case is reasonable, and the guarantee never touches an interest-bearing exposure, but an institution this systemically important to halal SME finance should have its own published scholars, and we will say so until it does.

  • If a participation bank has declined you for collateral reasons since 2023, apply again and ask specifically about KFK-backed packages. The institution exists to change that answer.
  • Exporters should ask about the IDF package, which connects TCMB-funded participation export financing with KFK surety.
  • Micro businesses, farms and women-led enterprises have dedicated strands with their own package terms.
  • Compare across shareholder banks. Same guarantee institution, seven different branch networks, seven different commission conversations.
  • Expect state-program documentation burden on the Treasury-backed packages, and expect program windows and limits to shift with fiscal policy.

Both. Kefalet (suretyship) is a recognized contract in Islamic commercial law, and KFK's guarantees attach exclusively to participation-compliant financings extended by participation banks under their own advisory committees. My business banks conventionally. Can I still use KFK?

The financing KFK guarantees must come from a shareholder participation bank, so you would open a relationship with one of the seven. Nothing stops a business from banking in both worlds, but the KFK-guaranteed facility itself lives entirely on the participation side, and the bank will assess whether your business activities are compatible with participation principles as part of underwriting.
