It is the halal risk-free TL benchmark, the anchor asset of the entire participation finance system, and most of the people who own it through funds could not explain how it works. The structure: rent, not interest

Since 2012 the Treasury has issued kira sertifikalari through Hazine Mustesarligi Varlik Kiralama A.S., the state asset leasing company, under Law 4749. The mechanics: state assets are acquired with certificate holders' funds and leased back to the state. The state pays rent semiannually, and at maturity the principal returns. Your return is rent on an asset, not interest on a loan, which is the distinction the whole structure exists to honor. Participation institutions' advisory committees universally accept the format; there is no meaningful scholarly controversy about the sovereign program inside the Turkish participation sector.

The four variants

  • TL fixed-rent: the workhorse, paying a set semiannual rent in lira. The halal analogue of the fixed-coupon government bond.
  • CPI-indexed: rent linked to inflation, the honest choice in a high-inflation economy for savers who care about real rather than nominal returns.
  • FX-denominated: issued in foreign currency for savers and institutions managing currency exposure.

The twin-product trap: kira sertifikasi versus Altin Tahvili

Here is the detail that catches savers. The Treasury issues two gold instruments side by side: the Altin Tahvili, a gold bond paying coupons, which is conventional debt, and the Altina Dayali Kira Sertifikasi, the gold-backed lease certificate paying rent, which is the participation-compliant one. Agent bank marketing pages present them together, sometimes in the same table. If interest-free treatment is why you are buying, you must specify the kira sertifikasi explicitly. What kira sertifikalari do in a portfolio

They are the stability layer: sovereign credit, predictable rent, TL denomination. In a katilim portfolio they occupy the seat conventional investors give to government bonds, damping equity volatility and funding rebalancing. What they do not do is protect purchasing power by default. Private sector sukuk: a different animal

Corporates and participation banks also issue lease certificates, at higher rents reflecting credit risk. Two cautions. Credit analysis is on you: a corporate kira sertifikasi is only as good as the entity paying the rent. And tax treatment is unstable: private sector sukuk withholding rates have shifted repeatedly, so confirm the current rate per issue rather than assuming the sovereign treatment applies.
