Ankara is well served for halal investing. On 8 September 2026 the branch locators of four participation banks (katılım bankası) listed 32 Kuveyt Türk branches in 12 districts, 21 Vakıf Katılım branches in eight, about 20 Ziraat Katılım branches in nine and ten Emlak Katılım locations in six, with Çankaya the densest area for all four. Most products, including participation accounts, gold accounts, Katılım pension plans and TEFAS funds, can now be opened from a phone, so the branch matters mainly for children's accounts, vehicle and home financing and safe deposit. The capital also hosts the institutions behind Turkish Islamic finance: the Treasury that issues kira sertifikası and the Diyanet council that answers fiqh questions on 190.

Why start with the branch map
Participation banks have pushed hard into digital onboarding, but Ankara investors still ask where the nearest branch is for two reasons. Some products are branch-only by the bank's own rules, and some decisions, such as a 48-month vehicle financing or a home financing on a Çankaya apartment, are easier to settle face to face. The counts below come from each bank's own branch locator on 8 September 2026, not from third-party directories, and they include commercial and corporate branches where the bank lists them under Ankara. The Kuveyt Türk list is the broadest. Its Ankara branches include a Kızılay branch, a Çankaya branch, Balgat, Çukurambar, Ümitköy and Demirtepe in the south and west, Keçiören, Etlik, Esertepe and Pursaklar in the north, two Sincan branches including the organised industrial zone, and single branches in Çubuk, Gölbaşı, Kahramankazan, Mamak and Polatlı. Three are commercial or corporate branches (Ankara Ticari, Ostim Ticari and Başkent Kurumsal), which serve businesses rather than retail savers. Vakıf Katılım concentrates on Çankaya and Yenimahalle, with two branches each in Etimesgut, Keçiören and Altındağ and single branches in Kahramankazan, Pursaklar and Sincan. Ziraat Katılım follows a similar pattern with added reach into Gölbaşı and Polatlı. Emlak Katılım is the smallest of the four in the capital, with an Ankara branch and Kızılay and Yıldız branches in Çankaya, Ostim and İvedik in Yenimahalle, Siteler in Altındağ, and single branches in Keçiören, Etimesgut and Sincan, plus a corporate branch in Çankaya.
Albaraka Türk and Türkiye Finans both have Ankara branches, but their locators render results only in a browser with location access, so we could not count them from the page source on 8 September 2026 and have not guessed. Open the locator on your phone with location enabled and it will list the nearest ones. The digital-only participation banks, Hayat Finans and T.O.M. Katılım, have no branches anywhere, which is part of how they price their accounts.
What you can do from a phone, and what still needs a branch
Ankara's sprawl makes this question practical. Based on the banks' own product pages on 8 September 2026:
- Opening a participation account (katılma hesabı) as an adult: Kuveyt Türk, Vakıf Katılım, Albaraka Türk, Ziraat Katılım and Emlak Katılım all onboard new customers in their apps, with video call or chipped identity card verification. Vakıf Katılım reserves its promotional 98/2 TL profit split for customers who onboard by video call.
- Gold accounts: opened in the app at every participation bank; Vakıf Katılım's gold participation account requires a 50 gram minimum and a 91-day minimum maturity.
- Katılım pension (BES) plans and TEFAS funds: opened in the app or through the bank's brokerage, with no branch step.
- Children's accounts: Kuveyt Türk's Dijital Kâşif account opens in the app; Türkiye Finans's Akıllı Bıdık account is branch-only by the bank's own page.
- Vehicle financing: Kuveyt Türk accepts the application in its app with the dealer invoice uploaded, but delivery of documents and the pledge usually finish at a branch.
- Home financing, safe deposit boxes and cheque books: branch.
- Treasury kira sertifikası on the secondary market: through the bank's investment menu or brokerage app, no branch.

The Treasury: where Turkey's sukuk are issued
The Ministry of Treasury and Finance (Hazine ve Maliye Bakanlığı) sits on İnönü Bulvarı in Emek, and it is the issuer of Turkey's domestic lease certificates (kira sertifikası), the sovereign sukuk that anchor most Katılım fund portfolios. In 2026 it has continued the regular programme of lira-denominated issues through its asset leasing company, including fixed-rent and TLREF-indexed certificates. The issue announced for 8 September 2026 was a 728-day certificate indexed to the participation reference rate (TLREFK), with the code TRD041028T26, sold by direct sale to banks and public institutions.
Retail investors in Ankara do not buy at the auction. They buy on the secondary market through a participation bank or brokerage, or indirectly through a Katılım fund or a Katılım BES fund that holds the certificates. Diyanet and TDV: fatwa access from the capital
The Diyanet İşleri Başkanlığı and its Din İşleri Yüksek Kurulu (the High Board of Religious Affairs) are headquartered in Çankaya on Dumlupınar Bulvarı. The board publishes its rulings on banking, instalment sales, vade farkı, credit cards and zakat on its site, and operates the Alo 190 Fetva Hattı for phone questions as well as a Dinî Soru Sor channel through e-Devlet. Ankara investors have the same access as anyone else, but the written rulings matter more than the postcode: when a product sits in a grey area, the board's published text is the reference that participation banks' own advisory committees cite.
The Türkiye Diyanet Vakfı (TDV), the Diyanet's foundation, publishes a zakat FAQ booklet and takes zakat and fitre donations online. Its guidance on whether zakat is due on a child's savings, on gold held in a bank account and on participation account balances is the practical counterpart to the board's rulings. Brokers and fund managers you can reach from Ankara
Participation-compliant brokerage in Turkey is app-based and national, so an Ankara investor has the same choice as one in Istanbul. Kuveyt Türk Yatırım Menkul Değerler, Kuveyt Türk's brokerage, trades the BIST Katılım universe and publishes the index constituents. Kuveyt Türk Portföy, a wholly owned Kuveyt Türk subsidiary founded in 2015, manages Katılım funds sold on TEFAS. Vakıf Katılım gives customers who onboard digitally an equity commission of 0.05 percent. Albaraka Portföy and Ziraat Portföy run Katılım funds as well. None of these requires a visit; the funds are bought in the bank app or on TEFAS through any bank.
The one brokerage service that still benefits from a branch is the initial suitability test and risk profile for margin or structured products, which participation banks generally do not offer anyway. For plain equity and fund investing, the app is enough.
A starter plan for an Ankara investor
- Open a participation account in the app of a bank with branches near you. For Çankaya or Yenimahalle, all four counted banks are within reach; for Polatlı, Çubuk or Mamak, Kuveyt Türk is the only one of the four with a local branch.
- Put emergency savings in a TL participation account and compare the published profit split against the tier tables on our bank accounts hub.
- Add a gold account for the portion you want in gold; buy in grams through the app rather than physical coins unless you want to hold them.
- Start a Katılım BES plan to capture the state contribution, then choose a Katılım fund mix inside it.
- Buy Katılım equity or sukuk funds on TEFAS for the long-term portion, and read the fund's monthly report for its screening standard.
- If you hold BIST shares directly, check them against the Katılım index list each May and October.
- Visit a branch only for children's accounts, financing and safe deposit, and bring your identity card and address proof.
